After the run of the American Freedom Train it was necessary to return American Freedom Train locomotive 4449 from Miami, FL to its home in Portland, OR.

An excursion was devised under the auspices of Amtrak that would allow ticketed passengers the opportunity to ride cross-country behind the famous locomotive. Some 9700 people bought tickets, some for the entire journey, many for short segments between stops not far apart. The first large segment took the locomotive from Miami to Birmingham, AL where it spent the rest of the winter of 1977 at the shops of the Southern Railway. The first leg from Miami to Birmingham was billed as the 1977 Amtrak American Freedom Train Amtrak Transcontinental Steam Excursion. By the time the train left Birmingham in April the name had been 'shortened' to 1977 Amtrak Transcontinental Steam Excursion.

The "PNWC" in its number is short for "Pacific Northwest Chapter" NRHS. For the Amtrak Transcontinental Steam Excursion the car was lettered COLUMBIA, a reference to the Columbia River.

The original plan was to go from Birmingham to St. Louis, then through Kansas City to Denver, Ogden, and Boise on the way to Portland. But the temptation to run the locomotive up the California coast proved too powerful.
